Elizabeth Frenette

Senior Policy Analyst, ZERO TO THREE

Elizabeth joined ZERO TO THREE in 2018, and currently is a Senior Policy Analyst for HealthySteps. In this role, she leads HealthySteps sustainability efforts in New York by working with heath systems, key stakeholders, payers, and policymakers to secure long-term funding for service delivery to children and their families. She serves as a subject matter expert on HealthySteps growth and scale and supports the HealthySteps network through direct technical assistance with billing and coding for Healthy Steps-related services. Elizabeth also led work with external partners to develop a HealthySteps Medicaid Return on Investment Calculator, a tool to help enable HealthySteps sites to create a business case around HealthySteps service delivery. Previously, at the University of Massachusetts Boston, Elizabeth worked as a Project Manager for a multi-stage autism screening project and as an Adjunct Lecturer for the Early Education and Care in Inclusive Settings Program. She received both her bachelor’s degree in biopsychology and her master’s degree in public health from Tufts University.
