Betty Emarita’s background includes concept development and policy making, education and curricula design, evaluations, assessments, and training. She advances early care and education policy, working at the state and national levels with foundations, state agencies, and nonprofit organizations and institutions, with a particular emphasis on family engagement. Betty has consulted with a variety of state, national, and municipal agencies and organizations, including the National League of Cities, Minnesota Department of Education, the city of Minneapolis, the city of St Paul, Washington State Department of Early Learning, the Office of the Superintendent of Public Instruction, Thrive by Five on the Washington State Early Learning Plan, and with foundations such as Annie E. Casey Foundation, the Ford Foundation, the W. K. Kellogg Foundation. Betty is a member of the National Network of Consultants to Grantmakers and the Start Early Funders Collaborative of Minnesota, an international advisory board member of Rich Learning International, an external adviser to the Blue Cross Blue Shield of Minnesota Family, Friend, and Neighbor Care body of work, and co-chairs the Community Solutions Advisory Council at the Minnesota Department of Health (MDH).
